As the error message says, you have phar.readonly enabled in your php.ini file (/etc/php/php.ini). You need to disable it in order to build the wp-cli phar. Open your php.ini file and find the setting for phar.readonly, and set it to Off.

I have modified the error message to be a bit more clear as I realize that the "phar.readonly = Off" could be interpreted as the current setting rather than as an instruction.

Since the md5sums are used for integrity checks and not authenticity sha256 doesn't have much advantage over md5, and md5 is slightly faster.

Otherwise I've updated to the latest version, added some sanity checks for php phar and openbasedir settings, and added composer to makedepends.

This patch makes the following changes:
- update to 0.20.0
- composer is available in the arch repository, so use that as a dependency instead of downloading
- sha256sums instead of md5sum while we're at it.
