Well that's very strange. In my work machine I can see the 1.0.29 release. At home, my arch system shows a dead url and there is no rospkg-1.0.29 at http://download.ros.org/downloads/rospkg/
I will look into it...

So the only thing that I can think about is that you're downloading from a mirror that was not synchronized for some nefarious reason... I end up on a "Oregon State University Open Source Lab Mirror".

1.0.29 does not seem to be yet in downloads.ros.org, it can be grabbed from here

The url is dead and no 1.0.28 rospkg version appears to be released in the website.
