So, they moved from ftp.archlinux.org to sources.archlinux.org, apparently. Can't find anything about it.

Thanks for putting the source zip up. I have copied it to http://volkerschatz.com/tmp/skinlf-6.7-20060722.zip , where it can be downloaded without JavaScript and tracking cookies. You can also use this URL in the PKGBUILD if the FTP server outage persists.

There are several reasons to bring ftp.archlinux.org back. Some packages in ABS tree need it, for instance.
$ cd /var/abs; grep -Rn 'ftp\.archlinux\.org'
extra/truecrypt/PKGBUILD:18:# makepkg. Source has been placed on ftp.archlinux.org instead
multilib/skype/PERMISSION:186:> ftp://ftp.archlinux.org/community/os/i686/skype-

I don't know. I think ftp.archlinux.org will probably get back up soon.
You can download sources here for now:

I cannot retrieve the source package because ftp.archlinux.org cannot be looked up. Is the FTP server down permanently? Is there someplace else the sources can be downloaded?

It should be sufficient to rename the build() function into package() one

Trying to install I obtain the following error:

ERRORE: Manca la funzione package() in /home/andreak/tmp/yaourt-tmp-andreak/aur-java-skinlf/./PKGBUILD

Error: missing function package() in /home/andreak/tmp/yaourt-tmp-andreak/aur-java-skinlf/./PKGBUILD
