When downloading the java card zip, Oracle requries you to accept a license which is stored as a cookie.
If you do not have this cookie then the zip downloaded will instead be a html page about unauthorized requests and installing the package will fail.
I'm not sure how you could fix this in the pkgbuild, but running
wget --no-cookie --header "Cookie: oraclelicense=accept-securebackup-cookie" "http://download.oracle.com/otn-pub/java/java_card_kit/2.2.2/java_card_kit-2_2_2-linux.zip"
in the directory that this will be built in and removing write permissions on the zip allows you to install the package correctly.
