See https://aur4.archlinux.org/packages/gimp-webp/ for an updated version of the latest release. Or use the PKGBUILD posted by 0ion9 if you prefer the latest git commit.

This package is.. sort of permanently out of date, in the sense that, this project no longer uses bazaar to track its source at all, but git : https://github.com/nathan-osman/gimp-webp
It's fairly simple to modify it to use the git repo.
